Ramallah – The Ministry of Social Development reviewed the key achievements realized under the Social Protection Sector Reform Program during 2025–2026, as part of the Government’s efforts to improve public services, strengthen governance and transparency, and enhance the efficiency of public resource management, ensuring that social protection services reach the most vulnerable groups.
The Ministry emphasized that the reform program represents a qualitative shift in the management of the social protection sector by gradually moving from a model based on self-declaration and self-reporting to an integrated system founded on data verification and institutional interoperability. This transition enhances the fairness of targeting mechanisms and improves the efficiency of public expenditure.
In the area of digital transformation, the Ministry continued developing the National Social Registry as the unified national reference database for social information and completed electronic integration with several ministries and partner institutions. The Ministry also launched pilot versions of the Unified Assistance Portal and the Government Social Services Platform, while digitizing a number of essential services, most notably orphan sponsorship and customs exemption services.
As part of the reform of the subsidized health insurance system, the health insurance file was integrated into the National Social Registry, and a Memorandum of Understanding was signed with the Ministry of Health to strengthen data exchange and procedural integration. Verification and auditing processes led to the retroactive cancellation of more than 6,000 ineligible health insurance cards, generating annual savings estimated at approximately NIS 4.8 million and ensuring that support reaches its rightful beneficiaries.
On the humanitarian response front, the Ministry supervised the management and coordination of cash and in-kind assistance during 2025, with a total value of approximately NIS 54.7 million, benefiting more than 292,000 citizens across all governorates. In partnership with the AMAN Coalition for Integrity and Accountability, the Ministry also developed a computerized donations and warehouse management system to strengthen oversight of warehouses and distribution mechanisms, thereby reinforcing principles of integrity and transparency in aid management.
In the legislative and regulatory sphere, the Ministry finalized a draft regulation on the licensing and governance of social professions, aimed at regulating the work of approximately 2,300 social counselors and social workers. The draft has been submitted to the Council of Ministers to complete the necessary legal procedures.
The Ministry also continued updating the regulatory framework governing services for persons with disabilities through the reform of the customs exemption system for vehicles of persons with disabilities. The reform promotes greater fairness and sustainability in accessing the service and contributes to improved management of the financial resources associated with it.
The Ministry affirmed that these achievements are part of a comprehensive reform vision grounded in the principles of good governance, digital transformation, and a rights-based approach. The vision seeks to build a more efficient, sustainable, and responsive social protection system capable of addressing the growing needs of citizens.
The Ministry further stressed its commitment to continuing reform and institutional development efforts during the coming phase, while strengthening partnerships with civil society organizations and national and international partners. These efforts aim to expand social protection coverage, improve service quality, enhance citizens’ resilience, and promote the principles of social justice and sustainable development.
