Case Management
It is a comprehensive social intervention approach implemented by a number of qualified social workers from the Ministry of Social Development. This approach is based on the principle of addressing both the needs and challenges faced by the family, alongside the capabilities and resources available to it. This aligns with the concept of multidimensional poverty and the philosophy of developmental intervention, which emphasizes the importance of investing in the family’s strengths and capabilities (in addition to the contributions from the Ministry and its partners) to enhance its ability to meet its needs more independently after the intervention period ends. Thus, this approach utilizes the Social Registry System to plan, implement, document, monitor, and evaluate all efforts made to assist beneficiary families in a streamlined manner, saving time and effort for all parties involved in the intervention, both within and outside the Ministry of Social Development.
Case Management System and Social Registry System
The Case Management System benefits from the Social Registry System in the targeting process to identify those most in need, based on the multidimensional poverty equation (eligibility). To ensure that the results of this process are more equitable, the Social Registry System provides an electronic platform that allows any Palestinian citizen who feels the need for assistance to access it remotely (from their place of residence, for example) via the Ministry of Social Development's website. This eliminates the need for the citizen to personally visit the Ministry’s directorate office to report their need for help.
The Social Registry System provides the Case Management System with advanced technologies for planning, implementing, and evaluating all social interventions (assistance efforts) through field-based periodic reports. This is achieved with minimal effort and in an optimal time frame, streamlining the process of managing human resources involved in assistance efforts and professional intervention activities (including professional supervision, complaints, and others) with efficiency and effectiveness. Furthermore, the Social Registry System provides all available data about the family from other governmental entities (such as the Ministries of Interior, Education, Health, etc.), which is automatically entered into the assistance request and registration forms. This makes the tasks of reception staff and field visit personnel easier, saving time and enabling the service of a larger number of citizens with transparency and fairness.
The system is expected to be launched and operational in the second quarter of 2022. It is a key component of the National Social Registry System and the National Referral System. The Ministry has conducted training in 12 directorates in the northern governorates during the last quarter of 2021, involving 300 case managers/social workers, focusing on social intervention planning and implementation using the case management methodology.
Preparations are underway to begin training their counterparts in the southern governorates in the first half of 2022. The application of this methodology will begin after the completion of the data update campaign across all governorates. It is worth noting that training in the southern governorates on the Social Registry Form has already been completed, with a large number of researchers and social workers/case managers trained on the form.
