Field Researchers Guide National Social Register Form
The National Social Registry is a new approach that serves as a gateway for individuals and families in Palestine seeking assistance, regardless of their eligibility for the interventions they anticipate. It connects them to the social protection network led by the Ministry of Social Development. The registry also acts as a reference database, documenting all relevant data about these individuals and families, the methodology for their selection, and their work plans. This includes both planned (regular and emergency) interventions carried out by the Ministry of Social Development and/or its partners.
Individuals and citizens can apply to be included in the registry by either visiting the Ministry’s directorates in the designated governorates where the system is being implemented or by accessing the online platform available on the Ministry’s website to report their need for assistance.
Through the social registry, the Ministry will be able to analyze the geographic distribution of assistance seekers and compare it to the distribution of available services across different regions. This will allow the Ministry and its partners in the social protection system to identify gaps and develop a more inclusive and geographically comprehensive social protection intervention framework. The system, with its advanced features, offers technologies to monitor and evaluate all social interventions (assistance efforts) through the analysis of periodic field reports concerning cases followed up by the Ministry or its partners. Additionally, the registry will facilitate the management of human resources engaged in assistance efforts and professional intervention activities, including supervision and complaints management.
Developed under the Social Protection Enhancement Project, funded by the World Bank, the system is set to become the primary gateway for accessing social assistance. It plays a key role in managing the data necessary for implementing the case management methodology, covering cash assistance, social interventions, and other forms of support. Moreover, it serves as an essential tool for decision-making, planning, and resource allocation by the Ministry of Social Development and other relevant ministries involved in the social protection project in Palestine.
