National Referral System
The National Referral System is an integral part of the comprehensive transformation process led by the Ministry of Social Development. This transformation shifts the approach from an "individual service" methodology to a "case/family management" methodology. The system aims to provide a package of social, economic, and psychological services tailored to meet the needs of families, utilizing these services to achieve the desired positive change. This is accomplished through partnerships with civil society organizations and government partners to deliver high-quality and efficient intervention packages for Palestinian families. Additionally, the system leverages the ministry’s centers and specialized service procurement to ensure comprehensive and effective support.
In recent months, we have initiated efforts through the first-of-its-kind Memorandum of Understanding (MoU) developed by the Ministry. This has included signing regulatory agreements that establish the principles of collaboration and partnership between the Ministry and institutions that voluntarily provide social protection services within the framework of the National Protection Network. These agreements aim to ensure service quality and regulate the relationship between the Ministry and service providers. In this context, we renew our call to all civil society organizations that offer social protection services in Palestine to collaborate with the Ministry of Social Development and sign MoUs to join the National Social Protection Network, led by the Ministry. This will facilitate the provision of comprehensive social interventions for Palestinian families.
The MoUs are designed to establish a database of service providers and beneficiaries, enhance planning and policymaking in the field of social protection, and offer an integrated package of social interventions. The ultimate goal is to create meaningful change in the lives of targeted families, helping them break free from poverty within an agreed-upon timeframe.
In this context, 13 Memoranda of Understanding (MoUs) have been signed with various ministries and government bodies specializing in multidimensional poverty reduction, in accordance with the decisions of the Palestinian Cabinet. Additionally, agreements have been signed with 12 governorates in the northern regions to ensure interconnectivity and joint cooperation, along with 400 agreements with local and civil society organizations within the voluntary services sector. Furthermore, 42 service procurement agreements have been signed.
