MoSD on the Occasion of the International Day of Older Persons

This year, and for the second consecutive year, the International Day of Older Persons comes amid tragic circumstances endured by the Palestinian people, as a result of the ongoing Israeli aggression on the Gaza Strip and the escalating violations in the West Bank. Older persons, internationally defined as individuals aged 60 years and above, are paying a heavy price with their lives, health, and dignity. The suffering they experienced last year continues, and has in fact intensified with the ongoing bombardment, destruction, and forced displacement in Gaza, alongside the expansion of assaults and repressive measures in the West Bank.

In the Gaza Strip, older persons face martyrdom, injury, forced displacement, and the absence of healthcare, as care centers and hospitals are destroyed and medicines and medical equipment are unavailable. According to data from the Palestinian Ministry of Health documented by the United Nations (OCHA), at least 3,447 older men and women were martyred as of 7 October 2024 among those whose identities were confirmed. More recent figures, up to July 2025, indicate that the number of older persons martyred has risen to more than 43,000.

In the West Bank, older persons are subjected to policies of collective punishment, closures with iron gates and military checkpoints, as well as raids and settler attacks that deprive them of access to their lands and essential health and social services, making their daily reality harsher and more complicated.

The Ministry emphasized that caring for older persons and ensuring them a dignified life is a national and moral duty. Despite the challenges, and in partnership with governmental, civil society, and international institutions, the Ministry has continued to provide its services. Over the past year, the Ministry’s interventions included the regular disbursement of cash assistance to around 41,000 poor and ill older persons; the provision of institutional care at Beit Al-Ajdad Center in Jericho and through partner institutions; the delivery of day-care services, home-based care, and medical assistive devices; as well as psychological and social support services, and awareness programs addressing their economic, social, and health rights.

The Ministry is currently working to expand the scope of its services for older persons by increasing the number of centers that provide day-care and home-based care, ensuring broader coverage across the country to facilitate access and deliver services more comprehensively and effectively. This is being carried out in cooperation with civil society organizations and local government bodies.

Respecting older persons is a societal obligation and a cornerstone of social solidarity. They deserve recognition for their roles and contributions throughout their lives. Citizens have a responsibility to treat them with dignity and respect, while benefiting from their knowledge and experiences, which reinforces the values of solidarity and cohesion within society.

In conclusion, the Ministry stressed that this day represents an opportunity to highlight the suffering of older persons and to renew commitment towards them, calling on the international community to assume its responsibilities in protecting them, ensuring their access to basic services, and holding the occupation accountable for its crimes against them. The Ministry affirmed that older persons in Palestine will remain a symbol of loyalty, resilience, and dignity.

مشروع تعزيز الحماية الاجتماعية يدعم صمود الأسر الفقيرة.. ووزارة التنمية تعرض مرحلته الثانية بالشراكة مع البنك الدولي

ساهم مشروع تعزيز الحماية الاجتماعية خلال مرحلته الأولى في تحسين وصول آلاف الأسر الفقيرة والهشة إلى الخدمات الاجتماعية، وتعزيز دقة الاستهداف والعدالة في تقديم المساعدات، من خلال بناء قاعدة بيانات وطنية محدثة والتحقق الميداني من أوضاع المستفيدين. وشهد المشروع تنفيذ أكثر من 132 ألف زيارة ميدانية في الضفة الغربية وقطاع غزة، ما انعكس بشكل مباشر على تحسين جودة الخدمات وتعزيز ثقة المواطنين بنظام الحماية الاجتماعية. وفي هذا السياق، افتتحت وزيرة التنمية الاجتماعية د. سماح حمد، اليوم، ورشة عمل تشاورية خاصة بالمرحلة الثانية من المشروع، المنفذ بالشراكة مع البنك الدولي، بحضور الوكلاء المساعدين رولا نزال وخلود عبد الخالق،وأشرف البرغوثي، وممثلين عن وزارة التنمية الاجتماعية والبنك الدولي ومؤسسات المجتمع المدني والمؤسسات الاممية إلى جانب مشاركة عدد من الجهات ذات العلاقة عبر تقنية الاتصال المرئي (Zoom). من جهتها، أكدت د. سماح حمد أهمية الانتقال إلى المرحلة الثانية من المشروع، مشيرة إلى أنها تركز على توسيع نطاق الاستفادة، وتعزيز الخدمات الاجتماعية، وتفعيل مكون الاستجابة للطوارئ، بما يسهم في تخفيف الأعباء عن المواطنين وتعزيز صمودهم، خاصة في ظل الأوضاع الاقتصادية والإنسانية الصعبة في الضفة الغربية وقطاع غزة. وخلال الورشة، استعرضت أ.سونيا الحلو مدير عام  الادارة العامة للتخطيط والتطوير أبرز مخرجات المرحلة الأولى من المشروع، بما في ذلك جهود التحقق من بيانات المستفيدين، وتحديث السجل الاجتماعي الفلسطيني، وتعزيز منهجية الشكاوى بما يضمن الوصول للمستفيدين ومعالجتها . وتناول العرض الجوانب البيئية والاجتماعية للمشروع، وخطة الحماية الاجتماعية والسلامة، بما في ذلك آليات الشكاوى، وحماية الفئات الهشة، خاصة الأطفال، والتعامل مع قضايا العنف والاستغلال، مشيرًا إلى أن جميع وثائق المشروع وخططه متاحة للجمهور عبر الموقع الإلكتروني لوزارة التنمية الاجتماعية. من جانبه، أكد ممثل البنك الدولي التأكيد على أن المشروع مملوك لوزارة التنمية الاجتماعية من حيث التصميم والتنفيذ والإشراف، وهو ما يشكل إحدى أهم ميزات مشاريع البنك الدولي، ويعزز دور الوزارة القيادي في قطاع الحماية الاجتماعية، إلى جانب ضمان التحقق الميداني والرقابة على معايير الاستهداف. وفي ختام الورشة، فُتح باب النقاش أمام الحضور، حيث جرى طرح عدد من الأسئلة والمداخلات، جرى الرد عليها من قبل د. حمد وزيرة التنمية الاجتماعية وفريق المشروع وممثلي الوزارة والبنك الدولي، في إطار تعزيز الشفافية والتواصل مع مختلف الشركاء.

MoSD Intervenes Urgently to Rescue an Elderly Woman from Harsh Living Conditions in Burqa and Transfer Her to a Shelter

In an urgent humanitarian intervention amid difficult weather conditions, the Ministry of Social Development carried out, on Friday morning, the transfer of an elderly woman from the town of Burqa in Nablus Governorate to the Beit Al-Ajdad Shelter, following intensive efforts and continuous monitoring of her health and social conditions. This intervention came after the case was identified as living under extremely harsh living, health, and psychological conditions, in the absence of the most basic necessities of life. These circumstances coincided with the severe weather depression affecting the area, which further worsened her health condition and necessitated immediate action to ensure her safety and preserve her human dignity. The Ministry confirmed that the intervention was carried out urgently and in coordination with the Governor of Nablus. Through its directorates in the northern governorates, the Ministry’s teams undertook intensive efforts to communicate with several shelter institutions in more than one governorate; however, limited accommodation capacity prevented those centers from receiving the case. After completing the necessary procedures, the elderly woman was successfully admitted to the Beit Al-Ajdad Shelter, where she was received and provided with the required health and social care, and her condition is being closely followed to ensure her stability and protection. The Ministry of Social Development stressed that this intervention falls within its legal, ethical, and professional responsibilities toward vulnerable groups, particularly older persons. It reaffirmed its continued efforts to follow up on similar humanitarian cases and to work with partners and relevant institutions to ensure a dignified and safe life for all those in need of care and support.
