د. مجدلاني : الوزارة أعدت برامج حماية اجتماعية جديدة استعداداً لليوم التالي لوقف العدوان على قطاع غزة
رام الله / قال وزير التنمية الاجتماعية د. أحمد مجدلاني " ان الوزارة أعدت برامج حماية اجتماعية جديدة استعداداً لليوم التالي لوقف العدوان على قطاع غزة تشمل مساعدات نقدية لنحو 650 ألف أسرة اضافة لبرنامج للإيواء المباشر لنحو مليون ونصف شخص فقدوا أماكن سكنهم بسبب الدمار الكامل او الجزئي للوحدات السكنية كذلك صممت الوزارة برامج متخصصة لتوفير الحماية للأطفال والنساء وكبار السن وذوي الاعاقة الذين تصاعد عددهم جراء العدوان."
ودعا الوزير كافة الشركاء للمزيد من التعاون وتكاثف الجهود من أجل المساهمة في تمويل البرامج الجديدة منوهاً أن مجلس وزراء الشؤون الاجتماعية العرب تبنى البرامج الجديدة للوزارة من اجل توفير الاحتياجات المختلفة للسكان في قطاع غزة جاء ذلك خلال اجتماع المانحين الذي عقد اليوم في مقر الوزارة بمدينة رام الله لمناقشة البرامج الجديدة للحماية الاجتماعية التي تهدف إلى تقديم الدعم الشامل للسكان في قطاع غزة إضافة للفئات السكانية الضعيفة ذلك بمشاركة مسؤول التعاون في الاتحاد الاوروبي ابراهيم العافية ورؤساء التعاون وممثلي الهيئات الأممية والشركاء الدوليين.
وتابع د. مجدلاني " ان النهج التحويلي للوزارة نحو تعزيز التنمية الاجتماعية من خلال تنفيذ البرامج القائمة على الحقوق يهدف بشكل أساسي إلى تقديم الدعم الشامل للفئات السكانية الضعيفة، وضمان حصول الأفراد والأسر الأكثر تهميشا على المساعدة التي يحتاجون إليها ومن خلال تعزيز الاندماج الاجتماعي، والحد من الفقر، ومعالجة عدم المساواة مؤكداً التزام الحكومة بإحداث تحسينات دائمة في حياة المواطنين."
واوضح أن البرامج الجديدة للحماية الاجتماعية تمثل التزاماً ثابت بتعزيز التنمية الاجتماعية والارتقاء بالأفراد الأكثر ضعفا في المجتمع الفلسطيني حيث تلعب برامج التحويلات النقدية، بما في ذلك برامج الفقراء (CTP) وبرامج الفئات المهمشة، دورًا حيويًا في تقديم المساعدة المالية للمحتاجين ومن خلال استخدام أدوات مثل اختبار الوسائل البديلة (PMTF)، فإن الوزارة تضمن أن الدعم يستهدف الأشخاص ذوي الموارد المحدودة مشيراً إلى أنه تم تصميم هذه البرامج لتلبية الاحتياجات المحددة للأفراد ذوي الإعاقة وكبار السن، وتزويدهم بالمساعدة اللازمة لتحسين رفاهيتهم.
وأضاف قامت الوزارة بتنفيذ برامج غير نقدية تلبي الاحتياجات المختلف وتشمل هذه الخدمات التأمين الطبي، والمساعدات الغذائية، وترميم منازل الفقراء، والتمكين الاقتصادي حيث تهدف هذه المبادرات إلى ضمان الوصول إلى خدمات الرعاية الصحية، ومكافحة الجوع وسوء التغذية، وتحسين الظروف المعيشية، وتخفيف العبء المالي على الأفراد الضعفاء، وإخراجهم من دائرة الفقر الى الانتاج.
كما شكر الاتحاد الاوروبي لتعاونه الكبير لدعم انطلاقة هذه البرامج التي تعتبر تحولا في منهاج عمل الوزارة نحو التنمية مثنياً على جهود وتعاون الشركاء الرئيسيين في تعزيز نظام الحماية الاجتماعية في فلسطين لتنفيذ هذه البرامج بشكل فعال وابرزهم دعم البنك الدولي، ومنظمة العمل الدولية (ILO)، والاتحاد الأوروبي (EU) في تنفيذ برنامج السجل الاجتماعي وإدارة الحالة، وتطوير البدلات الاجتماعية، وتوفير المراقبة والتقييم، والمساعدة الفنية، وبناء القدرات .
بدوره أكد مسؤول التعاون في الاتحاد الاوروبي ابراهيم العافية على مواصلة التعاون ودعم النفقات الموازنة الفلسطينية ودعم نظام الدولة واستمراريته نحو حل الدولتين لافتا إلى الشراكة المستمرة مع وزارةالتنمية من اجل تلبية كافة خدمات الحماية الاجتماعية للفئات الفقيرة والمهمشة.
بدوره شكر مدير عام منظمة العمل الدولية جوليير هونج حكومة فلسطين على نهج الاصلاح الجديد لتلبية احتياجات المواطنين في قطاع غزة.

MoSD Participates in the Opening of Dr. Imran Development Building and Al-Na’ma Charitable Development Association Headquarters in Kufr Ni’ma
Ramallah – Minister of Social Development and Minister of State for Relief Affairs, Dr. Samah Hamad, participated in the opening of the “Dr. Imran Development Building” and the headquarters of Al-Na’ma Charitable Development Association in the town of Kufr Ni’ma in Ramallah and Al-Bireh Governorate. The event was attended by the Head of Kufr Ni’ma Village Council, the President of Al-Na’ma Charitable Development Association, Fathi Ali Attaya, members of the administrative board, a number of dignitaries, and residents of the town. During her speech, Dr. Hamad stressed the importance of the role played by community institutions in strengthening national resilience and expanding the umbrella of social protection. She praised local initiatives that stem from the spirit of solidarity and volunteerism to serve the most vulnerable groups. Dr. Hamad also commended the efforts made to utilize the building and transform it into a developmental space that serves the residents of the town, affirming that this project represents a model of responsible community work based on sustainability and service to citizens. She emphasized that the humanitarian and living conditions faced by the Palestinian people, whether in the Gaza Strip or in the northern governorates of the West Bank, require strengthening civil and developmental work, pointing to the difficult circumstances citizens are enduring amid the current situation, the financial blockade, and the increasing numbers of displaced and affected families. She stated that the Ministry continues its work in providing social protection for the most vulnerable groups through a comprehensive system of services that includes relief efforts, child protection, women’s protection, and services for persons with disabilities and older persons, within an approach based on protection, care, and ultimately empowerment. Dr. Hamad stressed that the presence of active civil society institutions, such as Al-Na’ma Charitable Development Association, enhances the ability of Palestinian society to remain resilient and provide services to citizens. She called for investment in education and employment as two essential pillars for strengthening the resilience of the Palestinian people and empowering them economically and socially. She also noted that the Ministry, through the National Social Registry, continues to monitor the conditions of the most vulnerable families, explaining that nearly 85% of families in the Gaza Strip are now living in conditions of vulnerability due to the severe humanitarian situation. For its part, Al-Na’ma Charitable Development Association affirmed its continued implementation of developmental and social programs, particularly in supporting university students and underprivileged families, in line with its mission to strengthen solidarity and community protection within the town.
