د. مجدلاني يطلع سنجهاي على حالة حقوق الإنسان في فلسطين
عمان / التقى وزير التنمية الاجتماعية د. أحمد مجدلاني مدير مكتب الأمم المتحدة لحقوق الإنسان في الأرض الفلسطينية المحتلة آجيث سنجهاي وذلك في المقر الفرعي والمؤقت للمكتب في العاصمة الأردنية عمّان.
وقد أطلع مجدلاني سنجهاي على الجهود المبذولة من طرف الوزارة والحكومة الفلسطينية لتنفيذ توصيات لجنة اتفاقية حقوق الطفل المقدمة لدولة فلسطين، ومتابعة العمل المتعلق باتفاقية حقوق الأشخاص ذوي الإعاقة والاتفاقيات الأخرى التي انضمت لها دولة فلسطين، وكذلك مساعي الوزارة لتطوير خطتها الإستراتيجية للأعوام 2024-2025.
وأوضح د. مجدلاني أن هذه الخطة ستشمل على محاور جديدة ذات بُعد حقوقي يتعلق بالفئات الاجتماعية الأكثر هشاشة في المجتمع، حيث يجري تطويرها بالتعاون مع اليونيسيف، وبتشاور وشراكة مع مؤسسات المجتمع المدني والمؤسسات الأهلية.
وأكد د. مجدلاني التزام دولة فلسطين بتنفيذ الالتزامات المترتبة على انضمامها للاتفاقيات الدولية، مع اشارته إلى التأثير القائم لممارسات إسرائيل- السلطة القائمة بالاحتلال- على حقوق الإنسان للشعب الفلسطيني، وأحدثها العدوان على بلدة حوّارة وسكانها.
وبدوره، رحب السيد سنجهاي بالدكتور مجدلاني في مكتبه، مبدياً ترحيبه بالخطوات المبذولة من طرف الوزارة تجاه تنفيذ توصيات لجنة حقوق الطفل، بما في ذلك تطوير خطة عمل وزارية، واتمام المشاورات الوطنية مع مؤسسات المجتمع المدني والأطفال بخصوصها.
كما أشار إلى استعداد مكتب الأمم المتحدة لحقوق الإنسان للعمل والتعاون المشترك مع الوزارة وشركاؤها لتضمين النهج القائم على حقوق الإنسان في مساعيها لتطوير خطتها الإستراتيجية، وكذلك في توجهاتها لتنفيذ التزامات دولة فلسطين بموجب الاتفاقيات الدولية لحقوق الإنسان.
هذا وتم خلال اللقاء مناقشة حالة حقوق الإنسان في فلسطين، والحِراك القائم في مجلس حقوق الإنسان بشأن مُجريات الأحداث الأخيرة في الضفة الغربية، والدور الذي يضطلع به مكتب المفوضية السامية لحقوق الإنسان بهذا الاتجاه.

MoSD Automates Disability Services as Part of National E-Governance Strategy
Ramallah – The Ministry of Social Development of the State of Palestine has officially announced the automation of two major services: the National Registry Form for Persons with Disabilities and the Customs Exemption Services (both personal and by proxy). These services, having completed their pilot phase, will now be operational across all directorates starting this week. This development aligns with the Palestinian government’s broader digital transformation strategy aimed at strengthening the social protection system, ensuring fair access to entitlements, and meeting the needs of persons with disabilities with dignity, transparency, and efficiency. Minister Dr. Samah Hamad emphasized that the digital unification of customs exemption procedures reflects the Ministry’s commitment to modernizing its institutional infrastructure and improving service quality through the use of technology. She noted that digital transformation in the field of social protection is no longer optional, but a national imperative to enhance efficiency and social justice. The launch of these services follows a series of technical and coordination meetings with representatives from the World Bank, the Ministry’s Information Systems Unit, and software developers. This effort is part of a larger governmental push to establish a comprehensive and interoperable National Social Registry. The customs exemption service is one of the flagship offerings within the National Social Registry. Through its integration, the Ministry aims to deliver a more inclusive and responsive approach to citizens’ needs while promoting institutional transparency and coherence. In parallel, the Ministry is working with the General Union of Persons with Disabilities to update related service regulations. This transformation is part of the government’s broader vision to digitize social services, rebuild public trust, and establish a reliable, updatable national registry. The National Social Registry has already documented over 350,000 families across the West Bank and Gaza, covering poor households, women-headed families, persons with disabilities, the elderly, and those affected by war. The registry is maintained via a unified electronic system that integrates real-time field data and links with relevant institutions. This digital shift marks a milestone in the Ministry’s journey toward delivering high-quality, rights-based services that uphold the dignity and needs of vulnerable populations in Palestine.
MoSD Visits Qalandiya Refugee Camp, Reaffirms Commitment to Supporting Camps and Bolstering Citizen Resilience in Jerusalem Governorate
Qalandiya – In a field visit underscoring the priority of supporting refugee camps and reinforcing the resilience of displaced communities, Minister of Social Development and Acting Minister of State for Relief Affairs, Dr. Samah Hamad, visited Qalandiya Refugee Camp north of Jerusalem. She was accompanied by Deputy Minister Mr. Taha Al-Irani, Assistant Deputy Mr. Akram Al-Hafi, and a delegation of senior officials from the Ministry. The visit aimed to assess the status of social services and strengthen response mechanisms amid escalating field challenges. Dr. Hamad was received by Mr. Sami Al-Kasbah, head of the Qalandiya Camp Popular Committee; Mr. Mahmoud Al-Sheikh, head of the Shu’fat Camp Popular Committee; Mr. Zakaria Fayyala, Director of the Jerusalem Governorate Office; Mr. Mazeed Muteir, Director of UNRWA Institutions in Qalandiya; and Mr. Nasser Sharay’a, Director of the Refugee Affairs Department—alongside representatives of local institutions and camp organizations. Dr. Hamad emphasized that the Ministry operates within a national vision to support refugee steadfastness in the camps, despite ongoing Israeli fiscal deductions and restrictions. She noted that the Ministry has continued delivering services in Gaza through the government’s emergency operations room, despite limited international aid. Stressing the importance of local community support, she encouraged associations and institutions in the camps to apply for service procurement programs and solar energy projects. She affirmed the Ministry’s dedication to strengthening the social protection system through partnerships with all segments of society, with a focus on empowering adolescents and youth in the coming period. Mr. Mohammad Aslan welcomed the Minister and her delegation, describing Qalandiya Camp as the first line of defense for Jerusalem. He warned against Israeli attempts to erase the camp’s identity by converting it into a regular urban neighborhood and reaffirmed UNRWA’s symbolic and legal role in defending the right of return and the refugee identity. Mr. Al-Sheikh spoke about the dire conditions in the besieged Shu’fat Camp, highlighting daily raids, school closures, and the rising number of child detainees. He stressed the acute shortages in basic services like water and electricity and called for tangible interventions to support the camp’s resilience, rather than symbolic gestures. Mr. Mazeed Muteir outlined UNRWA’s severe funding crisis and the growing number of impoverished families left without aid. He urged the Ministry to broaden its outreach to fill critical gaps in social protection. Mr. Zakaria Fayyala emphasized the value of continued partnership with the Ministry, describing it as a genuine support system for refugees during these difficult times. He also underscored the importance of including marginalized groups in the camps within a compassion-driven approach. Mr. Nasser Sharay’a stressed that targeting the refugee camps is an attack on the core of the Palestinian cause. He warned of attempts to simultaneously dismantle both UNRWA and the camp system and called for united efforts across official and community levels to protect the identity of the camps and support refugee resilience. Dr. Hamad concluded her visit with a tour of the Women’s Center in Qalandiya Camp, affirming the importance of supporting local community institutions as a fundamental component of the refugee social protection framework.
