Ramallah – Minister of Social Development and Minister of State for Relief Affairs, Dr. Samah Hamad, met today with a delegation from Palestine Al-Khair Foundation to discuss ways to strengthen cooperation and coordination in providing social and humanitarian assistance and services, and to develop joint mechanisms that ensure interventions are directed according to the priorities and actual needs of families.

The meeting was attended by Major General Raeda Al-Fares (Um Jawad), Director of the Humanitarian Affairs and Assistance Office at the Presidential Office; Major General Saada Al-Qadi, Chairman of the Board of Directors of Palestine Al-Khair Foundation; Rola Salameh, Director General of the Foundation; and Dr. Thuraya Kafr Aini, Legal Advisor to the Foundation. Representing the Ministry of Social Development were Ashraf Al-Barghouti, Assistant Undersecretary for Administrative Development and Planning, and Dr. Hanadi Barahmeh, Director General of the General Directorate for Poverty Reduction.

Palestine Al-Khair Foundation is a non-profit civil society organization established in Ramallah. It works to support humanitarian cases and the most vulnerable groups, particularly poor families, persons with disabilities, orphans, older persons, and individuals unable to work due to health conditions or age. The Foundation also seeks to promote solidarity and community participation and ensure that assistance reaches eligible beneficiaries, helping to reduce the social impacts of poverty and expand access to assistance and care.

During the meeting, the Foundation's delegation presented its work and humanitarian and social programmes, which include supporting poor and marginalized families, renovating and rehabilitating homes, providing in-kind and health assistance, implementing economic empowerment programmes, and supporting persons with disabilities, older persons, and orphans. These programmes reflect the Foundation's role in responding to humanitarian and social needs and strengthening community solidarity.

Dr. Hamad emphasized the importance of organizing joint efforts within a clear institutional framework based on data and actual needs, strengthening coordination between the Ministry and the Foundation and reducing duplication in the provision of assistance. She highlighted the importance of unifying efforts and directing resources towards the families and groups most in need according to clear and systematic criteria.

She stressed the importance of utilizing the National Social Registry and the Unified Social Assistance Portal to organize and coordinate interventions, identify beneficiary families, monitor gaps, improve resource allocation, and ensure that assistance reaches families that have not yet received support or require additional interventions.

For her part, Major General Raeda Al-Fares emphasized the importance of integrating efforts in humanitarian assistance and strengthening coordination between official institutions and organizations working in this field, helping to organize the response, direct assistance according to actual needs, and promote equitable access to support.

Rola Salameh reaffirmed Palestine Al-Khair Foundation's commitment to developing its partnership with the Ministry of Social Development and other official institutions, contributing to expanding the scope of services and strengthening the response to growing social needs.

The two sides agreed to proceed with preparing a cooperation agreement between the Ministry of Social Development and Palestine Al-Khair Foundation, outlining areas of joint work and mechanisms for coordination, referral, and information exchange in accordance with applicable regulations and procedures, ensuring clear roles, complementary interventions, and sustainable cooperation.

At the conclusion of the meeting, the Ministry stressed that strengthening partnerships with organizations actively engaged in social and humanitarian work is an essential part of developing the social protection system. It emphasized that organizing assistance, unifying efforts, and relying on data and actual needs are fundamental to reaching the most vulnerable families in a more equitable and effective manner.
