Ministry of Social Development and World Food Programme Sign Agreement to Strengthen Institutional Development and Enhance Service Delivery

In a step aimed at strengthening institutional performance, improving the quality of services provided to citizens, and enhancing response and communication mechanisms, the Ministry of Social Development and the United Nations World Food Programme (WFP) have signed a cooperation agreement to implement a comprehensive institutional capacity-building and systems development plan. The initiative is designed to improve service quality and reinforce the Ministry's institutional effectiveness.

The agreement was signed by Dr. Samah Hamad, Minister of Social Development, and Sean Hughes, Country Director and Representative of the World Food Programme (WFP) in Palestine. It forms part of the ongoing partnership between the two parties under the WFP Palestine Country Strategic Plan (2023–2028), which aims to strengthen the Ministry's institutional capacity and support its efforts to deliver more efficient and effective services to citizens.

Under the agreement, a comprehensive action plan will be implemented to modernize the Ministry's complaints and feedback management systems through the upgrading of digital platforms, strengthening the capacities of staff, and providing the necessary technical equipment. These measures are expected to accelerate responses to citizens' needs, improve service quality, and reinforce the principles of transparency and accountability in service delivery.

The agreement also includes the implementation of specialized training programmes, workshops, and capacity-building activities, as well as the development of a national electronic repository for studies, research, reports, and statistical data related to persons with disabilities. This repository will support evidence-based planning, policymaking, and programme development through improved access to specialized knowledge and data.

The agreement reflects the Ministry of Social Development's commitment to modernizing its institutional systems, strengthening its administrative and technological capacities, and expanding partnerships with international organizations in order to enhance the quality of public services and achieve sustainable institutional development that responds to the needs of citizens.
