Launching the 16 Days of Activism Against Gender-Based Violence in Jenin in Support of Displaced Women
Jenin – The 16 Days of Activism Against Gender-Based Violence officially began today, Tuesday, in Jenin Governorate, in an event organized by the Ministry of Social Development and the Ministry of Women’s Affairs, with the support of the United Nations Population Fund (UNFPA) and UN Women, and with the participation of national and international institutions, in addition to the Deputy Representative of the United Nations Development Programme (UNDP).
The opening ceremony was led by Mr. Raed Nazzal, followed by remarks from the Head of the Popular Committee for Services in Jenin Camp, Mohammad Al-Sabbagh, and then a speech by the representative of Jenin Governorate, Ahmad Al-Qassam, who emphasized the importance of protecting displaced women amid the exceptional circumstances imposed by the ongoing attacks and the escalation of settler assaults on residential areas and roads surrounding the city.
In his remarks, Undersecretary of the Ministry of Social Development, Mr. Taha Al-Irani, stressed that gender-based violence intensifies in contexts of displacement and forced relocation, noting that the Ministry follows up daily on the situation of women who lost their homes or were forced to move to collective shelters. He affirmed that protecting women is not a temporary response but a national responsibility that requires building a sustainable system of services.
For her part, Deputy Minister of Women’s Affairs, Ms. Buthaina Salem, highlighted that violence against women takes many forms, including digital violence, which has seen a significant rise in recent years. She emphasized the importance of enhancing women’s awareness of their rights and ensuring their access to a safe environment.
Ms. Hanan Qamar from UN Women affirmed that displaced women in Jenin face heightened risks due to loss of stability and privacy, noting that current conditions increase their exposure to various forms of violence, particularly violence linked to displacement and unsafe environments. She stressed the importance of providing safe spaces and integrated services for women and girls to ensure their protection and enable them to exercise their rights safely.
Ms. Iman Nazzal, representing the Palestinian NGO Forum to Combat Violence Against Women, emphasized that the 16 Days campaign represents a national and international platform to highlight violence against women and girls, raise awareness of their rights, and encourage society to seriously confront all forms of violence, with a focus on the most vulnerable groups, including displaced women and girls. She called for strengthening cooperation between governmental, civil society, and international institutions to provide psychosocial support and essential services for women and to enable them to access a safe and dignified life.
The event also featured testimonies from several displaced women who spoke about the lack of privacy in their current housing conditions and expressed their desire to return to their homes and restore their normal lives. The participants stressed that they do not need “aid parcels,” but homes, safety, and stability.
A displaced student also shared her experience, highlighting the difficulties she faces in reaching her school due to the long distance, and the impact this has on her academic achievement and sense of stability.
Women’s organizations operating in Jenin presented an overview of their services for women, including case management, psychosocial support, and awareness on rights and protection, affirming their continued efforts to reduce the impact of displacement on women and girls.
The event concluded with a field visit to review the living conditions of displaced women and identify the most urgent needs related to housing and essential services.

ساهم مشروع تعزيز الحماية الاجتماعية خلال مرحلته الأولى في تحسين وصول آلاف الأسر الفقيرة والهشة إلى الخدمات الاجتماعية، وتعزيز دقة الاستهداف والعدالة في تقديم المساعدات، من خلال بناء قاعدة بيانات وطنية محدثة والتحقق الميداني من أوضاع المستفيدين. وشهد المشروع تنفيذ أكثر من 132 ألف زيارة ميدانية في الضفة الغربية وقطاع غزة، ما انعكس بشكل مباشر على تحسين جودة الخدمات وتعزيز ثقة المواطنين بنظام الحماية الاجتماعية. وفي هذا السياق، افتتحت وزيرة التنمية الاجتماعية د. سماح حمد، اليوم، ورشة عمل تشاورية خاصة بالمرحلة الثانية من المشروع، المنفذ بالشراكة مع البنك الدولي، بحضور الوكلاء المساعدين رولا نزال وخلود عبد الخالق،وأشرف البرغوثي، وممثلين عن وزارة التنمية الاجتماعية والبنك الدولي ومؤسسات المجتمع المدني والمؤسسات الاممية إلى جانب مشاركة عدد من الجهات ذات العلاقة عبر تقنية الاتصال المرئي (Zoom). من جهتها، أكدت د. سماح حمد أهمية الانتقال إلى المرحلة الثانية من المشروع، مشيرة إلى أنها تركز على توسيع نطاق الاستفادة، وتعزيز الخدمات الاجتماعية، وتفعيل مكون الاستجابة للطوارئ، بما يسهم في تخفيف الأعباء عن المواطنين وتعزيز صمودهم، خاصة في ظل الأوضاع الاقتصادية والإنسانية الصعبة في الضفة الغربية وقطاع غزة. وخلال الورشة، استعرضت أ.سونيا الحلو مدير عام الادارة العامة للتخطيط والتطوير أبرز مخرجات المرحلة الأولى من المشروع، بما في ذلك جهود التحقق من بيانات المستفيدين، وتحديث السجل الاجتماعي الفلسطيني، وتعزيز منهجية الشكاوى بما يضمن الوصول للمستفيدين ومعالجتها . وتناول العرض الجوانب البيئية والاجتماعية للمشروع، وخطة الحماية الاجتماعية والسلامة، بما في ذلك آليات الشكاوى، وحماية الفئات الهشة، خاصة الأطفال، والتعامل مع قضايا العنف والاستغلال، مشيرًا إلى أن جميع وثائق المشروع وخططه متاحة للجمهور عبر الموقع الإلكتروني لوزارة التنمية الاجتماعية. من جانبه، أكد ممثل البنك الدولي التأكيد على أن المشروع مملوك لوزارة التنمية الاجتماعية من حيث التصميم والتنفيذ والإشراف، وهو ما يشكل إحدى أهم ميزات مشاريع البنك الدولي، ويعزز دور الوزارة القيادي في قطاع الحماية الاجتماعية، إلى جانب ضمان التحقق الميداني والرقابة على معايير الاستهداف. وفي ختام الورشة، فُتح باب النقاش أمام الحضور، حيث جرى طرح عدد من الأسئلة والمداخلات، جرى الرد عليها من قبل د. حمد وزيرة التنمية الاجتماعية وفريق المشروع وممثلي الوزارة والبنك الدولي، في إطار تعزيز الشفافية والتواصل مع مختلف الشركاء.
MoSD Intervenes Urgently to Rescue an Elderly Woman from Harsh Living Conditions in Burqa and Transfer Her to a Shelter
In an urgent humanitarian intervention amid difficult weather conditions, the Ministry of Social Development carried out, on Friday morning, the transfer of an elderly woman from the town of Burqa in Nablus Governorate to the Beit Al-Ajdad Shelter, following intensive efforts and continuous monitoring of her health and social conditions. This intervention came after the case was identified as living under extremely harsh living, health, and psychological conditions, in the absence of the most basic necessities of life. These circumstances coincided with the severe weather depression affecting the area, which further worsened her health condition and necessitated immediate action to ensure her safety and preserve her human dignity. The Ministry confirmed that the intervention was carried out urgently and in coordination with the Governor of Nablus. Through its directorates in the northern governorates, the Ministry’s teams undertook intensive efforts to communicate with several shelter institutions in more than one governorate; however, limited accommodation capacity prevented those centers from receiving the case. After completing the necessary procedures, the elderly woman was successfully admitted to the Beit Al-Ajdad Shelter, where she was received and provided with the required health and social care, and her condition is being closely followed to ensure her stability and protection. The Ministry of Social Development stressed that this intervention falls within its legal, ethical, and professional responsibilities toward vulnerable groups, particularly older persons. It reaffirmed its continued efforts to follow up on similar humanitarian cases and to work with partners and relevant institutions to ensure a dignified and safe life for all those in need of care and support.
