MoSD Signs Agreement with UNDP to Support Affected Communities in Hebron

Ramallah – The Ministry of Social Development has signed a cooperation agreement with the United Nations Development Programme (UNDP) under the framework of the “TARABOT – National Development and Resilience Facility” project. The agreement aims to support the social and economic recovery of affected communities in the West Bank, particularly in the Old City of Hebron and the Masafer Yatta area, amid ongoing escalation and field violations.

Under the agreement, urgent humanitarian and livelihood interventions worth USD 200,000 will be implemented between July 20 and December 31, 2025, targeting the most vulnerable groups, especially displaced families and women. The support will include rental subsidies, socio-economic assistance, and livelihood improvement initiatives.

The interventions will be carried out through three interconnected components: relief, recovery, and resilience, ensuring a comprehensive and sustainable response for the most at-risk populations.

The action plan includes the establishment of a mechanism to ensure the transfer of rental subsidies to beneficiaries, submission of technical and financial reports in coordination with relevant stakeholders, and mobilization of necessary resources to guarantee full implementation.

The agreement outlines the Ministry’s commitment to submitting payment requests to UNDP, accompanied by the necessary supporting documents, while UNDP will be responsible for disbursing funds and overseeing the implementation of activities and the submission of technical and financial reports in accordance with approved regulations.

The Ministry will also provide regular reports, including a cumulative financial report by September 30, 2025, and a final comprehensive report covering both technical and financial aspects within six months of the completion of the implementation period.

Minister of Social Development and Acting Minister of State for Relief Affairs, Dr. Samah Hamad, emphasized that this agreement represents a concrete step toward enhancing social justice and expanding the protection network in at-risk areas. She reaffirmed the Ministry’s commitment to working with all partners to ensure that support reaches those most in need, in accordance with the highest standards of transparency and efficiency.

The project aligns with the Palestinian government's broader strategy to support resilience and recovery efforts in areas most affected by occupation and ongoing violations.
