Minister Hamad Participates in Workshop on Institutional Memory in Light of the War on Gaza
Ramallah – Acting Minister of Social Development and Minister of State for Relief Affairs, Dr. Samah Hamad, participated in a specialized workshop organized by the Ministry of Justice in Ramallah under the title: “Institutional Memory of Palestinian Public Institutions Amid the War: Post-October 2023 Assessment.” The event brought together ministers, national leaders, and international representatives to evaluate the impact of the aggression on Gaza on state records and discuss mechanisms to protect and restore lost institutional memory.
In her address, Dr. Hamad stressed that the aggression on Gaza had destroyed the archives of numerous institutions, exacerbating the challenges of service delivery and tracking affected families. She noted that thousands of families were displaced or lost without documentation, posing a serious threat to the social protection system. She explained that the Ministry is actively working to update the National Social Registry, which currently includes data on 350,000 families, through joint efforts with volunteers, government bodies, and international organizations, coordinated under the emergency operations room established after the first ceasefire.
She emphasized that data documentation is no longer a mere administrative task—it is now an integral part of national resilience. Dr. Hamad called for greater investment in digitalization and the integration of efforts to build a robust national registry capable of withstanding future crises.
She also highlighted the role of the Government Emergency Operations Room, which was formed after the initial ceasefire and plays a central role in coordinating the humanitarian and social response in Gaza. The Ministry of Social Development leads the social protection pillar within the room, directing interventions based on real-time field data.
Dr. Hamad described the operations room as an effective model for institutional collaboration, helping to ensure the fair distribution of aid, monitoring of gaps, and follow-up on the conditions of affected families—especially amid ongoing displacement and the loss of official documents.
The workshop featured remarks from the Minister of Justice, the Supreme Judge, the Minister of Health, and representatives from the Quartet and the Geneva Centre for the Democratic Control of Armed Forces (DCAF). All emphasized the importance of institutional memory as a cornerstone of Palestinian state resilience, and the need to develop legal and technical frameworks to protect official records, particularly in Gaza.
The event concluded with a call to develop a comprehensive national plan to safeguard institutional memory and to unify governmental, civil society, and international efforts to ensure the continuity of institutions and the protection of rights amid deliberate attempts to erase or distort the Palestinian narrative.

ساهم مشروع تعزيز الحماية الاجتماعية خلال مرحلته الأولى في تحسين وصول آلاف الأسر الفقيرة والهشة إلى الخدمات الاجتماعية، وتعزيز دقة الاستهداف والعدالة في تقديم المساعدات، من خلال بناء قاعدة بيانات وطنية محدثة والتحقق الميداني من أوضاع المستفيدين. وشهد المشروع تنفيذ أكثر من 132 ألف زيارة ميدانية في الضفة الغربية وقطاع غزة، ما انعكس بشكل مباشر على تحسين جودة الخدمات وتعزيز ثقة المواطنين بنظام الحماية الاجتماعية. وفي هذا السياق، افتتحت وزيرة التنمية الاجتماعية د. سماح حمد، اليوم، ورشة عمل تشاورية خاصة بالمرحلة الثانية من المشروع، المنفذ بالشراكة مع البنك الدولي، بحضور الوكلاء المساعدين رولا نزال وخلود عبد الخالق،وأشرف البرغوثي، وممثلين عن وزارة التنمية الاجتماعية والبنك الدولي ومؤسسات المجتمع المدني والمؤسسات الاممية إلى جانب مشاركة عدد من الجهات ذات العلاقة عبر تقنية الاتصال المرئي (Zoom). من جهتها، أكدت د. سماح حمد أهمية الانتقال إلى المرحلة الثانية من المشروع، مشيرة إلى أنها تركز على توسيع نطاق الاستفادة، وتعزيز الخدمات الاجتماعية، وتفعيل مكون الاستجابة للطوارئ، بما يسهم في تخفيف الأعباء عن المواطنين وتعزيز صمودهم، خاصة في ظل الأوضاع الاقتصادية والإنسانية الصعبة في الضفة الغربية وقطاع غزة. وخلال الورشة، استعرضت أ.سونيا الحلو مدير عام الادارة العامة للتخطيط والتطوير أبرز مخرجات المرحلة الأولى من المشروع، بما في ذلك جهود التحقق من بيانات المستفيدين، وتحديث السجل الاجتماعي الفلسطيني، وتعزيز منهجية الشكاوى بما يضمن الوصول للمستفيدين ومعالجتها . وتناول العرض الجوانب البيئية والاجتماعية للمشروع، وخطة الحماية الاجتماعية والسلامة، بما في ذلك آليات الشكاوى، وحماية الفئات الهشة، خاصة الأطفال، والتعامل مع قضايا العنف والاستغلال، مشيرًا إلى أن جميع وثائق المشروع وخططه متاحة للجمهور عبر الموقع الإلكتروني لوزارة التنمية الاجتماعية. من جانبه، أكد ممثل البنك الدولي التأكيد على أن المشروع مملوك لوزارة التنمية الاجتماعية من حيث التصميم والتنفيذ والإشراف، وهو ما يشكل إحدى أهم ميزات مشاريع البنك الدولي، ويعزز دور الوزارة القيادي في قطاع الحماية الاجتماعية، إلى جانب ضمان التحقق الميداني والرقابة على معايير الاستهداف. وفي ختام الورشة، فُتح باب النقاش أمام الحضور، حيث جرى طرح عدد من الأسئلة والمداخلات، جرى الرد عليها من قبل د. حمد وزيرة التنمية الاجتماعية وفريق المشروع وممثلي الوزارة والبنك الدولي، في إطار تعزيز الشفافية والتواصل مع مختلف الشركاء.
MoSD Intervenes Urgently to Rescue an Elderly Woman from Harsh Living Conditions in Burqa and Transfer Her to a Shelter
In an urgent humanitarian intervention amid difficult weather conditions, the Ministry of Social Development carried out, on Friday morning, the transfer of an elderly woman from the town of Burqa in Nablus Governorate to the Beit Al-Ajdad Shelter, following intensive efforts and continuous monitoring of her health and social conditions. This intervention came after the case was identified as living under extremely harsh living, health, and psychological conditions, in the absence of the most basic necessities of life. These circumstances coincided with the severe weather depression affecting the area, which further worsened her health condition and necessitated immediate action to ensure her safety and preserve her human dignity. The Ministry confirmed that the intervention was carried out urgently and in coordination with the Governor of Nablus. Through its directorates in the northern governorates, the Ministry’s teams undertook intensive efforts to communicate with several shelter institutions in more than one governorate; however, limited accommodation capacity prevented those centers from receiving the case. After completing the necessary procedures, the elderly woman was successfully admitted to the Beit Al-Ajdad Shelter, where she was received and provided with the required health and social care, and her condition is being closely followed to ensure her stability and protection. The Ministry of Social Development stressed that this intervention falls within its legal, ethical, and professional responsibilities toward vulnerable groups, particularly older persons. It reaffirmed its continued efforts to follow up on similar humanitarian cases and to work with partners and relevant institutions to ensure a dignified and safe life for all those in need of care and support.
