Palestine Reaffirms Commitment to Child Rights at Global Forum in Madrid

Madrid – Representing the State of Palestine, the Ministry of Social Development participated in the 5th World Forum on Justice with Children, held from June 2–4, 2025. Mr. Mohammad Al-Qarm, Director General of Childhood at the Ministry, presented Palestine’s efforts to strengthen child protection and promote restorative justice amid complex field, security, and economic challenges.

Al-Qarm highlighted MoSD’s work in supporting children in contact with the law, offering shelter, education, psychosocial support, and vocational training, while expanding non-custodial alternatives and enhancing the network of child protection counselors. He also raised alarm over the situation in Gaza, Jerusalem, and Area C, where an estimated 39,000 unaccompanied or separated children are affected by the ongoing aggression.

Calling on the international community to act, Al-Qarm emphasized the need for technical and financial support to protect vulnerable children, especially in Gaza and Area C.

Palestine’s participation underscored its steadfast commitment to advancing child rights and building a national system rooted in restorative justice and protection.
