MoSD Launches Training Programme to Enhance Staff Capacity in Managing Cases of Violence Against Women

Ramallah – The Ministry of Social Development has launched a specialized training programme targeting directors of Social Development Directorates and general administrations, in addition to social workers and counsellors operating at the directorate level. This initiative comes as part of the Ministry’s ongoing efforts to strengthen staff capacities and enhance professional interventions in handling cases of women exposed to gender-based violence.

The programme is aligned with the Ministry’s vision to reinforce the social protection system and improve the readiness of field teams, ensuring timely responses to emergency cases and enhancing the quality of services provided to the most vulnerable groups, in accordance with established legal and procedural frameworks.

The Ministry has initiated the programme with the first training sessions dedicated to directors of directorates and general administrations. The remaining phases of the programme are scheduled to continue throughout May, including the completion of training for directors as well as sessions tailored for social workers and counsellors in the directorates.

The programme covers several key areas, including national legal frameworks governing protection cases, the National Referral System, case management mechanisms, risk assessment, and urgent decision-making in sensitive cases. It also focuses on strengthening coordination with partner entities, ensuring professional confidentiality, and safeguarding beneficiaries’ data.

Additionally, the programme emphasizes enhancing staff skills in developing individual intervention plans, crisis management, and handling complex cases, with the aim of ensuring the best interests of women exposed to violence and providing a more effective and responsive protection environment.

The Ministry affirmed that investing in staff capacity building remains a fundamental pillar in improving social services, strengthening protection for vulnerable groups, and institutionalizing an integrated, professional approach based on partnership and effective responsiveness to the needs of Palestinian society.
