MoSD Enhances Staff Competency in Procurement in Line with World Bank Standards

As part of its commitment to developing institutional work systems and strengthening the professional capacities of its staff, the Assistant Undersecretary for Administrative Development and Planning, Ashraf Al-Barghouthi, inaugurated today a specialized training course on the procurement system and World Bank procedures. The course will run for two consecutive days, with the participation of a number of ministry staff and relevant directorates working in procurement departments, financial affairs, and project coordination.

This training comes within the framework of a series of capacity-building programs implemented by the ministry to enhance the technical knowledge of its employees, in line with international best practices, and to contribute to improving the quality of project and service implementation.

In his opening remarks, Al-Barghouthi stressed the importance of this course in developing institutional performance, emphasizing the need to be well-informed of the procurement procedures and policies adopted by international entities, particularly the World Bank, given their central role in enhancing transparency and efficiency in resource management. He reaffirmed the ministry’s commitment to investing in building the capacities of its staff in a manner that keeps pace with professional and technological developments in this field.

The course includes a detailed presentation of the World Bank’s procurement framework, covering various procurement mechanisms starting from the procurement of supplies and goods, through contracting frameworks for consultancy services, and up to the requirements and standards that institutions must adhere to when implementing internationally funded projects. This will be delivered through practical models and real-life examples from ongoing projects, contributing to reinforcing participants’ applied understanding and deepening their knowledge of the procedures followed.

The training program also includes an introduction to the computerized procurement system (STEP), in addition to providing participants with the opportunity to raise questions, exchange experiences, and receive specialized reference materials aimed at deepening their knowledge and enhancing their practical capabilities in this area.

The first day of the training concluded with an emphasis on the importance of completing the topics during the second day, in a way that strengthens practical understanding of procurement procedures in accordance with World Bank standards. Participants demonstrated notable engagement through discussions and inquiries, reflecting their commitment to developing their skills and applying the acquired knowledge in the workplace, thereby contributing to improving performance efficiency and enhancing the quality of project implementation.
